He writes:

I saw on the winner's list that there is no winner listed for 1989. Well, this was indeed a somewhat remarkable race and result, because only the winner Alvaro Pino officially finished it. All other riders abandoned because they went on strike. In the Tour of Spain, some months earlier, an unlit tunnel on one stage cause German rider Raimund Dietzen to crash heavily. And they decided that whenever they were confronted with dark tunnels in the future they would register their protest by abandoning the race.

Federico Etxabe, ahead with Pino at that time, heard of the strike and abandoned as well. Pino drove on and finished the race alone.
